We are
pleased to be able to share a 6-month update on the following progress regarding
the key recommendations outlined in December.
- Development continues of the
LCCC Community Foundation, which will have a focus on the recreational game
with subcommittees to oversee governance “ including recreational and
grassroots cricket; the Women & Girls’ game; Equity, Diversity & Inclusion
(EDI); and community engagement. This will ensure there is a clear structure
whereby decisions of governance and arising disputes can be dealt with without
conflicts of interest. We are actively recruiting positions
to lead on the development of this independent entity, with interviews for a Chair
& Trustees scheduled for June 2023.
- Both L&RCL and LCCC have
worked hard to improve the diversity of our top teams, with two new minority
community members joining the L&RCL Executive Committee and LCCC’s creation
of an Equality, Diversity and Inclusion Director role.
- L&RCL have reviewed and
amended the complaints procedure, to ensure that all incidents are now
recorded, and due consideration given to their investigation and/or escalation
as required.
- L&RCL have ensured the development
of a comprehensive appeals process that ensures that key decisions that impact
upon clubs within the league can, where appropriate, be referred for a
second opinion.
- L&RCL have established a new
disciplinary panel, with greater diversity and a wider experience base to
ensure that our panel maintains the trust and confidence of all who
participate within the local recreational game. Panel members will be able
to take advantage of the ECB’s new Boundary Training programme which
supports all aspects of discrimination and includes specialist workshops
to develop the skills of investigators and management of the disciplinary
panel process.
- L&RCL are working with
neighbouring counties to develop a peer support process that ensures the
required resilience and independence to hear relevant appeals.
- L&RCL are developing processes to
enhance the confidential management of information, ensuring that all
aspects of GDPR are complied with.
- LCCC have signed
the Muslim Athlete Charter (founded by Nujum Sports) “ a pledge to build
an environment and culture that actively supports Muslim athletes.
- LCCC continue their
discussions with potential members to support the creation of a diverse independent
panel, including Bishop Saju of Leicester, and work engaging with St.
Philips Centre (faith-based organisation).
- L&RCL
have ensured we are better prepared to recognise discrimination in all its
formats, reiterating our zero tolerance to racism and all other forms of
discrimination at our AGM and through linking our website to the ECB/LCCC
discrimination reporting processes.

Our focus
is on embedding the proper processes, accountabilities and actions outlined above.
We continue to welcome comment and support from those whom we represent. We are
committed to driving positive action and will provide more updates on our
action plan.
